Maryland Rule
17-104 establishes requirements for mediators who wish to
provide services to the Business & Technology Case
Management Program.
Mediators who believe that they meet the qualifications for
this program can obtain application forms from the Clerk of
the Circuit Court for Baltimore City. Completed applications
are to be submitted to the Administrative Office of the
Courts, Attention: Mr. Frank Broccolina, Maryland Judicial
Center, 580 Taylor Avenue, Annapolis, Maryland 21401.
The Conference of
Circuit Judges has appointed an oversight committee chaired by
Judge Albert J. Matricciani, Jr., which will review the
applications received by AOC and create a data base of
qualified mediators on a circuit by circuit basis. The other
members of the oversight committee are Judge Steven I. Platt
(Prince George's County), Judge Kathleen Beckstead (Wicomico
County) and Judge Michael Finifter (Baltimore County).

Other forms
of alternative dispute resolution, as defined in Maryland Rule
17-102, may be utilized in business and technology cases as
well. Counsel should be prepared to address ADR issues with
the assigned judge at the initial scheduling conference.
